The Mandate: Police officers are required to complete state-mandated training in order to receive a permanent appointment or to maintain their certification for a position. In some instances, a recently trained individual is hired by another employer. General Municipal Law ยง 72-c permits municipalities with a population of less than 10,000 to bill the new employer for the reimbursement of training costs.

The Cost: The cost of complying with state-mandated training requirements for police officers can be significant and should be borne by all of those entities that benefit from the police officer's training.

The Solution: The statute should be amended to remove the population limitation and to allow the billing of any law enforcement agency.
